Theresa Chang aka Theresa Moreno

This person has a "business" in the Washington DC area. She hired people to do work for her, then never paid them. She has United States government contracts. The government has been made aware of her fraud, but refuses to stop working with her. She has even cheated the government because they had to sue her for back taxes!

The business is called "Chosen2interpret". To my knowledge, she has been doing this for many years.
