Toucandeal is a marketplace, like many other sites for sellers. This person probably bought something from a seller and had a bad experience. This happens on ebay, amazon, etsy, rakuten, sears, walmart, letgo and many other sites. The site itself is not who you are buying from so it's really not possible to get scammed by the "Site."

I sell on Toucandeal and I have no issues at all. Toucandeal is similar to ebay by way of allowing users to sign up and sell on the site. Toucandeal is MUCH better than ebay in my experience as far as support goes. Ebay will shut down a tenured account if the wind is blowing in the wrong direction no matter how established you are as a user. You've been here 20 years? That isn't worth a damn to them. My opinion is that this report is Libel at best. Why are reports able to be submitted without being verified at all? If I ran Toucandeal, I'd sue both this website and the poster for Libel.
This is sad. Toucandeal is a great site, like ebay or amazon, only better! This person got scammed by a seller, not Toucandeal!! They should have said so! It is like saying ebay is a scam site when they get scammed by a seller! So not fair! Toucandeal is not a scam site.
My guess is that this was posted by a shill from ebay.
Toucandeal does need major adjustments. Toucandeal is another marketplace where buyers and sellers have a more positive experiece. Many items to shop around, an easier shopping experience and unlike Ebay, where the people piss you off, the owner will be glad to accomidate any needs. Ebay is a ripoff, ebay screws sellers out and gives every obligation to the buyers. Ebay was told to credit my acct because they were showing no views. A threat to the news media and a lawyer made the ebay billing dept reverse a $10 fee. Ebay is extortion. The OP that started this is either an employee of ebay, a person behind the computer screen and nothing better to do or someone blasting a small business owner.

I have offered some help to the business owner, however, he doesn't want any as of now.
