Frank Soilis

Dates multiple woman all at the same time with the intent to borrow money. Quick cash business.

Chappaqua, New York

This man is on four different dating sites, dating a few women all at the same time. He tells them all he loved them.
He borrowed money from those that believe his pathetic stories. He is on Singlesnet.com, Match.com, My Life, etc. He is a real charmer. He says that he is retired from the Navy and that he is in the restaurant business. He tells woman all the things that they want to hear: you are gorgeous, do you want to be my honey, I’d love to travel with you to Greece and Spain, and he invites them to a wedding that doesn’t exist. He asks for money, and when he gets it then he disappears. . Hold onto to your pocketbook because he will wiggle his way in it. He is not happy that he was found out. He had a great gig going on, for a while. Some of these women are really heartbroken and he doesn't even care. He is a disgrace to the Navy and the human race. He is a heartless SOB. He has made a mess of so many lives (including two ex-wives, and four children) and he just continues to go after new women every day. .However, he has two daughters himself, hope that they don’t run into creeps like him.

From the EFCC website:

The most common way of accepting cases by EFCC is through a petition written by an individual or organization. The petition will be evaluated and if the case falls within the purview of the commission's mandate, it will be accepted for investigation and possibly prosecution. Petitions that do not fall within the purview of the commission are sent to the appropriate agency, be it the Nigeria Police Force, Securities and Exchange Commission (SEC), Independent Corrupt Practices and other related offences Commission, Central Bank of Nigeria (CBN), etc. Members of the public can also send complaints electronically to the commission email address: info@efccnigeria.orgThis e-mail address is being protected from spam bots, you need JavaScript enabled to view it .

The commission has had complaints and also investigated cases where fraudsters impersonated the EFCC Chairman and other employees of commission in order to defraud them. The public should be aware that EFCC does not collect money to receive petitions and does not charge fee from victims to investigate their cases. Emails messages not emanating from our domain (i.e. bearing @efccnigeria.org) should be verified.

The Operations unit is the investigative arm of the EFCC headed by the Director of Operations. Below are the various sections under the Unit:

I posted this scam, which at that time I thought that it was true. It turned out that Frank Soilis is not a scammer. He is a good man going through a rough time. Poor communication and a series of events made me misjudged Frank. I want to publicly apologize to Frank, and his friends for my inaccurate assessment of his character. Frank and I discussed the post, and no harm is done. We left this misunderstanding behind us. Look forward being Frank’s lifetime friend.
