I had a car for sale online and was sent a fraud email looking for me to give my
paypal details.
They told me to send on my paypal details so they can pay me and once
this is done their shipping company will come collect the car. They did
not want to see the car before they bought it.
The scam is that they send money through paypal and then get their shipping company to collect the car. Once the car is collected, they request a "chargeback" from paypal and receive all their money back and have already collected the car. Paypal would be powerless to do anything as the car is already sent to the buyer but they cannot enforce payment to proceed. As it is the buyers shipping company, you have no records of the shipment.

The phone number does work and is the person who is sending the emails
as they were familiar with the emails that I had already sent to them.

The scam did not go ahead as I caught it before it happened but other
people may not be as lucky or as vigilant or knowledgeable as to the
dangers of these kinds of frauds. I believe the person sending the
emails is in England due to the +44 phone number but I am not sure.
